Request for Expressions of Interest for Ras Mohaisen – Baha – Makkah Independent Water Transmission System

The Saudi National Water Strategy (NWS 2030), in accordance with the Saudi Vision 2030, recognizes the critical importance of ensuring sustainable development of the Kingdom’s water resources while providing affordable high-quality services. Amongst the key goals under NWS 2030 are i) to reduce the water demand supply gap in the Kingdom; and ii) to provide 90% of national urban supply by desalinated water to reduce reliance on non-renewable ground sources.
Through the Independent Water Transmission System (“IWTS”) program, the Saudi Government aims to achieve the aforementioned goals, by developing the necessary potable Water Transmission Systems (WTS) network comprising of pipelines and interim/terminal storage facilities to provide critical connectivity between the consumption centers and the upcoming desalination plants. This program includes the Ras Mohaisen – Baha – Makkah IWTS, which has a contracted transmission capacity of 515,000 cubic meters per day, and length of approximately 300 km.
The Water Transmission Company (“WTCO”) is a government-owned company, established under Council of Ministers Resolution No. 32, in September 2019 and is the licensed Desalinated Water Transmission System (DWTS) Operator and the entity responsible for water transmission in the Kingdom of Saudi Arabia, including the operation and maintenance of water transmission systems and storage facilities. 
WTCO is therefore pleased to invite Expressions of Interest (“EOI”) in respect of the development of Ras Mohaisen – Baha – Makkah IWTS (the “Project”), part of the Western Supply Group. WTCO will conduct a competitive process to select a developer or developer consortium to develop the Project on a Design, Build, Finance, Lease and Transfer (“DBFLT”) basis. The project company developing the Project will lease the entire transmission capacity to WTCO under a Water Transmission Development and Lease Agreement (“WTDLA”). The term of the WTDLA is expected to be up to 35 years.

2.    The EOI should specify as a minimum the following information:

•    Name of the interested party
•    Headquarter location (country)
•    Name and contact details (postal address, telephone number, and e-mail address) for the appropriate point of contact (“Point of Contact”) to whom all future correspondence will be addressed; and
•    Where the interested party is considering potential consortium partners, an indication of such intention and details of potential consortium partners (to the extent it is known).

Water Transmission Company Enhances Water Security Through Strategic Storage Projects in Northern Riyadh and Madinah

The Water Transmission Company has commenced the implementation of strategic storage projects in the provinces of Northern Riyadh and Madinah, aimed at enhancing water security and meeting the growing demand for desalinated water. These projects include the construction of large tanks to ensure continuous water supply to the beneficiary areas.
In Northern Riyadh, the project includes the establishment of 7 tanks with a design capacity of 730,000 cubic meters, which will cover the needs of the provinces of Shuqrah, Ghneiman, Al-Majma'ah, Al-Zulfi, and Al-Ghat.
In Madinah, the project involves the construction of 11 tanks with a design capacity of up to 1.9 million cubic meters, further enhancing the region's capacity to meet increasing water needs.

Water Transmission Company and MODON Sign Agreement to Develop a Branch for Transmission Desalinated Water to Dammam’s Third Industrial City

The Water Transmission Company has signed an agreement with the Saudi Authority for Industrial Cities and Technology Zones (MODON) to develop a desalinated water transmission branch to meet the water needs of Dammam’s Third Industrial City.
This initiative is part of the joint efforts to support infrastructure in industrial zones across the Kingdom and to enhance the sustainability of water resources.

Launch of the Second Phase of the Khobar-Hofuf Water Transmission System Project

In mid-third quarter of 2024, the Water Transmission Company (WTCO) successfully launched the second phase of the Khobar-Hofuf Water Transmission System project as part of its efforts to ensure sustainable water supply.
Dr. Tariq Al- Alnaeem, CEO of WTCO, stated that the project embodies the company's commitment to enhancing water security in the Kingdom in line with Vision 2030. The second phase of the Khobar-Hofuf Water Transmission System is one of the largest projects executed by the company, designed with a pumping capacity exceeding 530,000 cubic meters per day and a strategic storage capacity of 340,000 cubic meters. The project includes over 140 kilometers of pipelines, thereby enhancing the security of water supply for the cities of Al-Oyoun, Hofuf, and Abqaiq

Water Transmission Company Begins Implementation of the First Package of Strategic Storage Projects in Makkah and Jizan

The Water Transmission Company (WTCO) has announced the commencement of the first package of strategic storage projects in the Makkah and Jizan regions, as part of its efforts to enhance water security and ensure adequate supplies of treated water for various areas.
The project in the Makkah region includes the implementation of the second phase of the strategic storage project in Al-Mughamis, where 16 tanks will be constructed with a designed capacity of 2.72 million cubic meters, thereby strengthening the region's ability to meet the increasing demand for water. The project in Makkah also encompasses the Jeddah Governorate, where 4 tanks with a designed capacity of 680,000 cubic meters will be established to support water supplies and ensure their continuity.
In the Jizan region, the project includes strategic storage works in Samtah and the Farasan Islands, involving the construction of 6 tanks with a designed capacity of 780,000 cubic meters, which contributes to the sustainability of water supplies in the region and meets the growing needs of the population.
These projects reflect the Water Transmission Company’s commitment to enhancing the water infrastructure in the Kingdom, ensuring the sustainability of water resources and the effective management of the increasing demand for water.

Water Transmission Company Launches the Second Phase of the Ardah Water Pipeline Project to Enhance Water Security in the Baha Region

The Water Transmission Company has begun the implementation of the second phase of the Arda Water Pipeline Project, which is part of the company's efforts to enhance water security and meet the growing demand for desalinated water in the Baha region.
The project includes a network of pipelines extending over 110 kilometers, covering more than 8 beneficiary regions. The design capacity of the tanks is expected to reach 60,000 cubic meters per day, while the design capacity for pumping is approximately 130,000 cubic meters per day, ensuring a sufficient supply of water to meet the needs of the region.
It is noteworthy that the Water Transmission Company is a company owned by the Government of the Kingdom of Saudi Arabia, established by Cabinet Resolution No. (32) in September 2019, and the company is responsible for developing and constructing water transmission systems and strategic storage.
