Invitation for Expression of Interest (EOI) and Prequalification – Consortium Formation for the Al-Hayah Pipeline Project at Wadi Hali Dam Water Transmission Company (WTCO) intends to invite specialized and experienced contractors to express their interest in prequalification for participation in the execution of the Al-Hayah Pipeline Project at Wadi Hali Dam, which forms part of the Ras Mohaisen Water Transmission System, under a Consortium/Joint Venture arrangement. The potential collaboration may also extend to future construction projects, subject to WTCO's requirements and the relevant agreements. Project Overview: The project involves the construction and installation of a 60-inch diameter water transmission pipeline, with an approximate length of 15 kilometers, extending from the tie-in station branching off the Al-Hayah Pipeline at Wadi Hali Dam to the connection point at the water pumping station's storage tank area. The storage tanks are excluded from the scope of work. Roles and Responsibilities: 1. Water Transmission Company (WTCO) – Main Contractor WTCO shall be responsible for contract administration, governance, project management, overall supervision, coordination with the Project Owner, and monitoring compliance with contractual obligations. 2. Consortium/Joint Venture Partner – Executing Contractor The Consortium/Joint Venture Partner shall be responsible for executing all technical, engineering, and construction works, including: 1- Pipeline laying and installation works. 2- Civil and construction works for tie-in stations. 3- All associated logistics activities. 4- Provision of the required manpower, equipment, and materials. 5- Management and execution of construction activities. 6- Testing, commissioning, and final handover. Invitation for Expression of Interest and Prequalification Accordingly, WTCO invites interested and qualified contractors to submit their Expressions of Interest (EOI) for prequalification as the initial stage of the procurement process. Following the completion of the prequalification process, shortlisted and qualified contractors will be eligible to participate in the subsequent competitive tendering stage. The objective is to select a suitable partner for the formation of a Consortium/Joint Venture to execute the project, in accordance with the evaluation criteria, qualification requirements, and conditions specified in the tender documents.
